Ugarte y Loyola repeats request (See sequence 24) that he be paid back wages for which he alleges he is owed; explains that he himself owes money, that wages from new governorship of Puebla apenas me ofrecen Una moderada decencia; presents military history again, hoping to demonstrate merit; claims that though his health not good, he has managed to fulfill all obligations to virrey and government, expects same in return; also, vasallos hungry, impoverished, in need of financial assistance; Galves passes request to virrey, but first is signed by many and various fiscales; request denied.
